The city of Emmendingen (28,544 inhabitants) has been working on climate protection in the municipality since 2004. In the last 10 years, it has been very active in this area, especially in the field of energy-efficient building renovation, energy consulting and public relations. With the city climate analysis published in 2020, topics of climate adaptation are now also addressed. Emmendingen is located between the foothills of the Black Forest and the Kaiserstuhl in the Rhine plain in close proximity to the cities of Freiburg and Strasburg.

The city of Freiburg (230,241 inhabitants) has set itself the goal of becoming climate neutral by 2050. Moreover, the city has been dealing with climate adaptation issues since as early as 2007. From 2011 to 2014, a strategy for climate adaptation was developed in a municipal working group and implemented in a decentralized manner. Then, in 2019, the climate adaptation concept heat was published, which focuses on the issue of heat stress in the urban area. To coordinate the cross-cutting topic of climate adaptation, the city established the position of a climate adaptation manager in 2020. Germany’s southernmost major city is located in the Upper Rhine plain on the edge of the Black Forest and is known beyond the state borders as a Green City.

The city of Lahr (47,000 inhabitants) has been a member of the Climate Alliance since 1993 and, as a pioneer municipality, drew up its first municipal climate protection concept in 1999, which was updated in 2012 with the participation of citizens. Since then, the city has implemented a wide range of measures through its environmental department to save energy, increase energy efficiency and make greater use of renewable energies.

As the third largest city in Baden-Württemberg (321,261 inhabitants), Mannheim, which is located in the so-called “Dreiländereck” (border triangle) between Baden-Württemberg, Rhineland-Palatinate and Hesse, is committed to both climate protection and climate adaptation. Among other things, the Climate Protection Department coordinates and implements measures that were adopted as part of the “Adaptation to Climate Change in Mannheim” concept published in 2019. The concept was created in a broad-based participation process with various stakeholders from the civil society, politics, business, clubs and associations and defines adaptation goals in different areas of action.

With a population of just over 61,000 inhabitants the city of Offenburg is the largest city in the Ortenau district. It has been awarded the European Energy Award for its climate protection activities since 2016. In the 2020 recertification, it achieved 75.3 percent of the maximum possible score. The basis for the activities is the climate protection concept adopted in 2012, including a comprehensive catalog of measures. This is currently being updated with the aim of achieving climate neutrality. Various stakeholders, experts and citizens are involved in the process, which is expected to be completed by the end of this year with the adoption of the concept including the catalog of measures. In addition, Offenburg’s district heating network is currently being further expanded, the electric charging infrastructure is being driven forward, and bicycle lanes are being set up. Offenburg is also involved beyond the city limits: In the Ortenau mobility network, ten municipalities are working together to develop inter-municipal solutions on the subject of sustainable mobility. In the coming years, the city of Offenburg intends to step up its efforts to adapt to climate change.

Located between the Black Forest and the Vosges Mountains, Rastatt (50,000 inhabitants) joined the Climate Alliance of European Cities in the early 1990s. Waiblingen (56,000 inhabitants) in the Rems-Murr district is located very close to Stuttgart. The Rems-Murr district has launched a climate protection portal that provides information about various climate protection projects in the district. Waiblingen consistently pursues the goal of climate neutrality: with the solar roof initiative and the introduction of a solar installation obligation for new buildings, an above-average number of solar installations have been realized here for years.
